2009年8月, 华犇创投与重庆市科委, 携手倡议成立”重庆华犇创投基金”, 基金规模定为5亿元人民币, 重庆市科委并拟投入引导基金1亿元, 以共同促进重庆地区高新科技产业的升级与发展, 协助重庆地区相关企业做大做强, 同时也为政府招商创税, 创造就业机会; 华犇创投基金主要投资于重庆及其它地区有潜力的企业, 凭藉其管理团队多年丰富的投资专业, 完整的管理经验, 加上海峡两岸的丰沛人脉优势, 将为重庆市的科技产业带来跃进式的发展.

2009年10月30日, 重庆市政府与国家发改委、财政部签定战略合作协议, 共同参股成立创投基金。华犇基金也很荣幸成为整个大西部中，目前唯一一家家获得国家发改委参股的创投基金。此一重大进展, 将为重庆市的创投产业发展, 以及重庆地区电子信息与汽车零部件产业的发展, 提供了更大的成长动力.

华犇创投基金计划在重庆地区成立电子信息产业孵化器, 以及汽车零部件产业孵化器, 以扶助重庆地区的初创企业, 迅速成长茁壮; 同时亦将运用在海峡两岸的人脉资源, 引进台湾的技术, 人才, 与资金, 为重庆地区的科技产业的发展与升级, 提供更多的助力.

PARalink Venture Capital Group (“Paralink”) founded in 2000, is a leading venture capital and private equity firm in Asia and it enjoys rich experience in providing venture capital and restructure service. During the past 10 years, Paralink successfully ran 4 capital ventures and also the one biggest restructure equity in Taiwan. Paralink manages over USD$400 million asset and invests over 80 Technology Companies, among which 40 were successfully listed or to be listed. The ChinaRun Capital Partners (“ChinaRun”) is a related party of the Paralink. The major partners are from venture capital and financial professionals with high reputation cross the Straits. They are Mr. Roland Chern S, Mr. David Tai and Mr. Louis Lin. Louis is the former president of Standard Charted Bank, Chongqing Branch.

On August 2009, ChinaRun reached the partnership with Chongqing Science & Technology Commission (“Chongqing S&T Commission”) to establish the Chongqing ChinaRun venture capital (“the Capital”). The capital is scaLED up to RMB 500 million. Chongqing S&T Commission is planning to invest RMB 100 million as guidance fund to advance and upgrade the high-tech industry in Chongqing and make them stronger and bigger. At the same time, it is also beneficial for local government increasing tax revenue, attracting investment and increasing employment rate. The Capital mainly focuses on the growth potential company in Chongqing and neighbor areas. With its professional investment team and sound management experience, the resourceful networking across the Straits, the Capital will certainly bring big leap to the development of Hi-Tech industry in Chongqing.

On Oct. 30, 2009, Chongqing municipality signed the strategic cooperative agreement with National Development and Reform Commission (“the Commission”) and Ministry of Finance to set up the venture capital jointly. It is also great honor for ChinaRun to be the only venture capital invested by the Commission in the west regions of China. This is the important and great moment and source power for the further development of venture capital industry, the local information technology and auto – motor spare parts industry in Chongqing.

The Capital put on its schedule to set up the incubator for information technology and auto spare parts industry in order to suPPOrt the growth and further development of newly established entERPrises located in Chongqing; Also The Capital will take the advantage of its public relationship and human resources across the Straits, introduce the technology, talent and capital from Taiwan to give an imPETus to the development and upgrading of technology industry in Chongqing.
